I would actually be in favour of banning underwear for schoolgirls altogether! Access to their vaginas must be possible anytime, anywhere! They also have to shave, and this too must be thoroughly checked every day before classes begin!

I personally would not ban underwear for mature schoolgilrls, and i would not insist they had to have bald cunts like my horny milf.
